I ordered 20 boxes of it and it came in today, I have not seen any that looked just like this before. The lead portion of the hollow point looks to be copper washed and the bottom portion is the regular jacket material? Here is a picture!!!

You got me stumped on that one, maybe something went wrong on the production line, All of the 40 grain winchesters I've seen has the exposed led on the tip like the one on the top left.
Did you shoot any yet? Most likely it wont effect how well they shoot.

No, I just got them today. The ones on top are the regular ones like they are supposed to be and the ones on the bottom are the ones that just came in. It looks just like some of the copper washed stuff you see.I will shoot some for accuracy pretty soon and report back, they will probably shoot the same like you said, I just have not seen any like them before. I wish my camera would take some better pictures(or the operator knew how).

Okay, I feel a little better. I shot a few rounds this morning with the same impact point and basic same accuracy.Early this morning, I took some fine a/o paper and sanded on just the tip of one of the copper washed bullets, the copper came right off. I am still very curious about why this was done?? It is every box of the twenty I ordered from widners.(7.45/box) So I guess I will keep it and shoot,shoot and shoot somemore!

I couldn't pull up your image but what you described sounds like all the Winchester 40 gr. JHP's that I have. The 1/8" or so of hollow-pointed lead tip protruding above the jacket has a copper wash on it.

Yes, the ones I had been shooting had clean lead above the jacket, but the ones I just ordered are copper washed. I wonder why my image is gone?
